Put human rights first.

In the same way that the North American Free Trade Agreement and the Bicentennial Agreement exist, our region urgently requires a binational agreement that to create a human rights institution with participation of civil society for human rights monitoring, and extraordinary mechanisms for access to the Truth, Search for the Disappeared, Justice and honor the victims.

Only then we will advance a common Human Rights policy between the US and MX that serves so that [in cases of serious human rights violations] we know what happened, ensure justice and heal collectively.
